Council of 100 Holiday Dinner

The “Council of 100” Celebrates the Holiday Season at The Breakers


The Council of 100, a special division of the Palm Beach Police Foundation, ushered in the holiday season at The Breakers on December 14, 2016 with its annual Holiday Dinner.  The evening kicked off with an al fresco cocktail reception in the Mediterranean Courtyard with entertainment provided by the Oxbridge Academy of the Palm Beaches Jazz Trio, followed by Dinner in the Circle Dining Room.


Tim Moran, who co-founded The Palm Beach Police Foundation and the Council of 100, welcomed the more than 160 guest.  He explained that he, along with John F. Scarpa and David Mack co-founded the Council of 100 to “bring the community and the police department together.”  He said that it is a vehicle for an exclusive and generous group of men and women to support the Palm Beach Police Department and its sworn officers and civilian employees with funding for academic scholarships, and supplemental funding for additional training, equipment and unmet needs.


Sheriff Ric Bradshaw joined Moran and the podium and made a surprise presentation of a Special Commendation Medal to Moran in recognition of his exceptional service to the community and law enforcement service. 


Following, Foundation President and Co-founder John F. Scarpa acknowledged the special guests in attendance that included members of the Town Council and its President, Michael Pucillo; Florida State Attorney Dave Aronberg;  Palm Beach County Sheriff Ric Bradshaw; the Palm Beach Police Foundation Board and Council of 100 Members, as well as the Police Department officers.


Director of Public Safety Kirk Blouin announced that David Watson and Erick Ward were named “Officers of the Second and Third Quarters” and each was given a $500.00 check from the Palm Beach Police Foundation for their exemplary work.


Eileen Burns, a founding member of The Policemen’s Ball, made a special presentation on behalf the Foundation to Jennifer Recarey, its long time administrator who retired from the position, which is now held by Lisa Loomis.


The Foundation’s First Vice President David Mack presented five new Council of 100 members with their badges – Richard Bornstein, Dan Ponton and Edward Panzter, and acknowledged Warren Spector and Morris Mark, who were in absentia.


Michael Belisle, the Foundation’s 2nd Vice President, introduced Jeff Greene, the recipient of the 2017 Palm Tree Award, the Foundation’s highest honor. The festive evening concluded with warm holiday wishes from Scarpa, who also said he looked forward to seeing everyone at The Policemen’s Ball at Mar a Lago on January 7, 2017.
